Tournament Rules

1.) The Alamo City Tournament (ACT) is an IGBO affiliated tournament, open to men and women
by invitation only.  The Tournament will be a mixed Handicap competition, certified by USBC, and
will be adhering to USBC rules.  Participation is limited to 40 teams (single shift) of four (4)
participants of any mixture of men & women each.  The Tournament Director(s) will resolve any
issue that is not covered by the following rules and/or USBC rules.

2.) CERTIFICATION: Pursuant to Rule 300c, all participants to the Tournament must be members
of USBC and provide proof of membership (I.D. card or signed statement from League Secretary).  
Non-USBC members may qualify for entry by paying a participant fee of $5.00 to become
Tournament certified.  Participants who pay the participation fee are not eligible for USBC awards.  
If the participant is not a member of IGBO, he/she must pay a $25.00 Associate Membership fee,
which must be paid at the time of registration.

3.) TOURNAMENT EVENTS: The Tournament shall consist of Handicap Singles, Doubles,
Teams, and Individual All Events Competition.  The number of games per event shall be three (3).  
Men and women shall compete on an equal basis in Handicap and Scratch Events.  Doubles
partners must come from the same team.  Bowlers are permitted to bowl only once in each
Tournament event.

4.) OPTIONAL SCRATCH COMPETITION: The Optional Scratch competition event fee shall be
twenty - five U.S. Dollars ($25.00) per person.  100% of the Optional Scratch entry fee will be paid
out.  Optional Scratch entry fees MUST be paid by registration.  There will be five Divisions in the
Optional Scratch competition.  Optional Scratch event scores shall be based on all scratch scores
bowled in the nine (9) games comprising the Handicap Tournament.  Cash position prizes for the
Optional Scratch competition will be awarded for HIGH SCRATCH GAME, SERIES, and ALL -
EVENTS scores bowled by participants in each Division, who have paid the Optional Scratch entry.
 Only one (1) award won per participant.  Optional Scratch shall pay a minimum of 1 in 10 entries in
each Division.
DIVISION A : AVERAGE 0 - 149,  DIVISION B: AVERAGE 150-164,
DIVISION C : AVERAGE 165-179,  DIVISION D: AVERAGE 180-194,  DIVISION E: AVERAGE 195
AND ABOVE

5.) ENTERING AVERAGE: Any bowler entering the Alamo City Tournament must establish a ten -
pin average acceptable to USBC.  The following rules shall be used to determine the entering
average.  If a bowler competed in more than one league, the bowler MUST submit the highest
average of all leagues bowled.
A.  The highest 2008-2009 Book average (minimum of 21 games) as of May 31, 2009
B.  If none, then the 2009 Summer average (minimum of 21 games)
C.  If none, then the 2007-2008 book average (minimum of 21 games)
D.  If  B and C exist, the HIGHER of the two will be used
E.  If a bowler's current league average of at least 21 games as of 11/30/2009 is 10 pins of more
than their entering average submitted, the bowler must submit that average for an average
adjustment (per USBC Rule 319a-2)
F.  If a bowler has a minimum twenty - one (21) game tournament average that is one (1) pin higher
than their entering average for this Tournament , then the tournament average must be used.  
Failure to report this information shall result in automatic disqualification and loss of winnings,
USBC Rule 319e is enforced and applies in its entirely.
G.  If none of the above exists, an entering average of 225 will be used.
VERIFICATION:  Entries must be accompanied by League Standing Sheet or photocopy of Book
Average, signed and dated by a League Officer or a letter from the League President or Secretary
of the League from which the average is submitted.  It is each bowler's responsibility to verify the
accuracy of their average, whether originally submitted by the bowler, the team captain, or others.  
Failure to use the correct average shall disqualify score if submitted average is lower than the
correct average thereby resulting in a lower classification or additional handicap.  Prize winnings
shall be based on the submitted average if it is higher than the correct average.  However,
corrections in averages may be adjusted up the beginning of the Singles Event.
OTHER ADJUSTMENTS:
a.)  Any bowlers who have qualified for a cash and/or merchandise prize of $600.00 (U.S.) or more
in a single event must report the following: the actual scratch scores bowled in the series, the event
in which the prize won, the name and date of the tournament and the position won.  An average
adjustment on this information will be reviewed on an individual basis and action will be decided by
the Tournament Committee, USBC Rule 319d.
b.)  The Tournament Committee shall have the authority to adjust the entering average of any
bowler.  Any bowler unwilling to accept an average adjustment is entitled to a full refund.

6.)  HANDICAP:  Each bowler's tournament handicap shall be based upon 80% of the difference
between a scratch score of 225 and the bowler's entering tournament average.

7.)  FEES:  The Tournament entry fee shall be eighty - nine (U.S.) Dollars ($89.00).  Tournament
entry fees must accompany the Tournament entry.

8.)  ENTRIES: Tournament entry shall close on January 4, 2010 (latest postmark date) or when all
160 individual spots have been filled, which ever comes first.  All entries must be accompanied by
full payment for each individual entry fee(s), by Cashier's Check or Money Order or paid through
PayPal (no personal checks will be accepted) made payable to the ALAMO CITY TOURNAMENT
(ACT) and shall be mailed to: ALAMO CITY TOURNAMENT  4007 McCULLOUGH AVE. #145   
SAN ANTONIO, TEXAS  78212.  Average verification for entries submitted through PayPal must be
mailed by the postmark date.  Entries shall be processed in the order in which they were
postmarked.  Once an entry is verified by the Tournament, no refunds shall be made.  Partial teams
entries shall be accepted and the Tournament Director(s) shall make every effort to fill the
vacancies, provided that all of the necessary information be given.  Pursuant to USBC Rule 313,
should the Tournament provide any free or reduced entries, an amount equal to the prize fund fee
for each entry will be paid into the Tournament prize fund. ACT 2010 starts Friday, January 15,
2010 and ends Sunday January 17, 2010.

9.)  CHECK-IN TIME & PRACTICE BALLS:  Check - in time for all bowlers is thirty (30) minutes
prior to the start of their scheduled event(s) each day.  Team Captains will check - in for the Team
Event, after all bowlers are present.  Bowlers shall have two (2) balls of practice on the assigned
lanes prior to each event.

10.)  LATE BOWLERS AND SUBSTITUTIONS:  It shall be the sole responsibility of each bowler
to be present at the assigned lane at the time of bowling.  Each bowler shall have the responsibility
to arrive in time to bowl without regard to transportation irregularities, improper directions,
mechanical failures, or any other reason.  Late bowlers shall begin bowling in the frame in which
they are ready with prior frames scored at zero (0).  If a team member is not present, the team may
use a authorized substitute per event.  If no substitute is available, a zero (0) score will be used for
the missing bowler.  Substitutes will be allowed at the discretion of the Tournament Director(s) after
meeting with the Team Captain.  Substitutes must complete an entry form prior to bowling and
adhere to all tournament rules.

11.)  PRIZES:   Each event will have its own prize list, with at least 100% cash return for all prize
fees.  Team, Doubles, and Singles Events shall pay a minimum of 1 in 8 entries.  Individual All
Event will pay a minimum of 1 in 20 entries.  All monies wll be mailed out within thirty (30) days.  A
tie in any position will result in equal division of prizes.

12.)  PROTESTS:  A protest or appeal involving eligibility or playing rules must be filed with the
Tournament Management, the local association or USBC before tournament prized are paid.  The
protest or appeal must be in writing and the grounds for the protest or appeal briefly stated.  An
appeal regarding the decision of the Tournament Management or local association may be made to
USBC.  The decision of USBC is final and binding on all involved parties.  Prizes for the positions
affected will not be distributed until the protest or appeal is resolved.
